Adult Support Service (ASS)
County Council directorate responsible for the provision of adult social care services and the Supporting People Programme.

Carer
Someone who has the responsibility for providing or arranging care for someone else who, because of long term illness, disability or old age, is not able to care for him or herself.
Care Plan
Details of the care requirements for individuals.
Commission for Social Care Inspection (CSCI)
The single, independent inspectorate for all social care services in England.
Comprehensive Performance Assessment (CPA)
The annual inspection of all Council services. The Council is currently rated as 3 out of 4. The Adult social care inspection is a critical component of the CPA score.

Department for Work and Pensions (DWP)
The DWP was formerly known as the Benefits Agency and its main role is to administer the benefits system including Pension Credit and Attendance Allowance.
Disability
As defined by the World Health Organization, a disability (resulting from an impairment) is a restriction or lack of ability to perform an activity in the manner or within the range considered normal for a human being.

Extra Care housing
Extra care housing schemes can provide 24hour support, meals, domestic help, leisure and recreation facilities and a secure environment, to enable older people to live independently at home.

Fair Access to Care Services (FACS)
Guidance issued by the Department of Health to councils and care trusts about fair charging policies for home care and other nonresidential care, and advice about eligibility criteria for adult
social care.

Human Rights
As per the Human Rights Act 1998 these are the rights of an individual to cultural, social,
economic, and educational opportunities as provided by society, e.g. right to work, right to
education, and right to social security.

Integrated Community Equipment Services (ICES)
Service that provides assistive equipment and minor adaptations that enable people to live
independently at home.

Key Performance Indicator (KPI)
Critical performance indicators that will adversely affect the whole rating of the service (even if
the rest are performing well) if not above a specified level.

Local Authority Social Services
As a result of the National Health and Community Care Act, primary responsibility for care
provision now rests with the Social Services department of the local authority. They are required
to provide an assessment of need to determine the most appropriate care package for an
individual and also to undertake the financial means testing in accordance with CRAG, (Charging
for Residential Accommodation Guidelines).

Occupational Therapist
Skilled treatment that helps people return to ordinary tasks around home and at work by
maximising physical potential through lifestyle adaptations and possible use of assistive devices.

Performance Assessment Framework (PAF)
A framework used for assessing social care performance largely based on a specific set of PAF
performance indicators.
Performance Management
A method of ensuring that the organisation achieves its goals by setting targets, monitoring these and then taking action to ensure targets are implemented.
Primary Care Trust (PCT)
PCTs bring together GP practices, nurses and allied health professionals within a geographical
area, and have a key role in the commissioning of services.

Provision of caring services to enable a carer to have a short break from caring.

Section 31
Element of the Health Act, 1999, that enables health and social care to work closely together by
pooling budgets and delegating management responsibilities.
Social Work
The social work promotes social change, problem solving in human relationships and the
empowerment and liberation of people to enhance wellbeing.
Utilising theories of human
behaviour and social systems, social work intervenes at the points where people interact with
their environments. Principles of human rights and social justice are fundamental to social work.
Supporting People
The Government's new policy and funding framework for housingrelated
support services to
vulnerable people in different types of accommodation and tenure.

Over half a million voluntary and community groups in the UK, ranging from small community
groups to large national or international organisations.
